The Obama administration has made it easier to travel to Cuba. Currently there are 12 permitted categories (which include educational visits and humanitarian work) for travel to the island. Americans are still barred from traveling to Cuba for tourist reasons. However, earlier today (3/15/16), the administration announced that they have plans to allow "people-to-people" educational travel to Cuba.
What does this mean?
Anyone with a a "full-time schedule of educational exchange activities intended to enhance contact with the Cuban people, support civil society in Cuba, or promote the Cuban people’s independence from Cuban authorities” are allowed to go. (The Atlantic)
Also according to The Atlantic, Cubans working in the United States on visas, who were previously restricted to compensation or basic living expenses, can now earn a salary.
