The Supreme Court recently struck down parts of the Voting Rights Act, which required states with a history of racial discrimination to get permission from the federal government. The decision did not remove all restrictions though, and Texan lawyers are currently appealing for complete independence. I think that when the court revisits the issue, they will side with Texas and remove all restrictions. John Roberts has shown a desire to be an activist justice, but over time. His style is more gradual, in an attempt to be less controversial.
