Republican House leaders are lining up behind President Obama's planned military strike on Syria. So it looks like the attack will happen, however, congress could still vote no. A view shared by the Obama administration and Sen. John McCain is that a no vote would prove disastrous to U.S. standing and trust. It could damage the president's power to achieve his second-term domestic agenda. Obama must negotiate with congress on fiscal matters like raising the debt ceiling and still wants to pass an immigration over-hall.
