Court to Hear Arguments About Cross-State Air Pollution
This is a complicated issue with an interesting question. How do you deal with externalities? The court has already struck down a tradable permits program to solve the problem. Now it must find a way to either hold states whose pollution damages other states responsible, or ignore the issue altogether. We'll have to see.
