Japan concerned over fate of its companies in India

The Japanese government has expressed concern about the fate of its Indian companies, especially in the automotive sector , due to disruptions caused by the lock-down. It has asked New Delhi to make labor laws "less stringent" on specific products , improve logistics and lower customs duties.

Representatives from Japan's Ministry of Agriculture, Trade and Investment (METI) recently met with representatives from the Department of Investment Promotion and Internal Trade ( DPIIT) and the Ministry of Foreign Affairs in a video conference to address issues faced by Japanese companies in India and how they could be mitigated.

"Not only because of the ongoing lockdown, the Japanese government is concerned about the restrictions in place, but is also worried about the falling demand , particularly for automobiles, and wanted to discuss steps to help its companies," a person familiar with the meeting told BusinessLine.

According to Japanese companies in India, one major problem is the strict labor law which makes laying off workers difficult, even when output is small. "The Japanese pointed out that when the COVID-19 situation hit industry, the difficulty in reducing the workforce and also the need to retain salaries made operations unsustainable," the official said.

Since several states such as Maharashtra , Gujarat, Uttar Pradesh and Madhya Pradesh have decided to offer some concessions in existing labor laws, and some others are working on it, DPIIT has assured the Japanese delegation that it will continue to engage with them on this issue.

Another challenge was posed by the restrictions on the movement of workers , especially the inter-state movement of employees, the delegation noted. Such steps are necessary with companies like Maruti-Suzuki starting operations in more than one factory. "The Japanese officials were told that things would get smoother with the easing in people and goods movement in the latest phase of economic opening up," the official said.

A further demand made by the country is the lowering of customs duties on goods of interest to Japan, including inputs for its plants in India.

"India must be very careful in its decision to lower customs duties, because due to the lockdown, the domestic producers also need to be protected with their profits in doldrums," the official said.

Investments in Japan


Cumulative Japanese investments in India have been at $30,746 billion over the past two decades making it the country's third-largest investor. Japanese FDI to India has been primarily active in the automotive, electrical, telecommunications, chemical, financial (insurance) and pharmaceutical industries. It has registered as many as 1,441 Japanese companies here.
As India is trying to get back to normal with the gradual opening of restrictions, Japan has been assured that the government will continue to hold meetings and ensure that most issues are resolved, said the official.

Japan is India's 12th largest trading partner, with imports of $12.77 billion and exports of $4.86 billion in 2018–19.
