if you do a clear coat, resin or lacquer over the rice paper it should be waterproof until you scratch thru the coats
I've tried something like this, be very careful when your using any sort of resin, because you need to measure out hardener and resin perfectly otherwise you end up with a huge mess that you don't want anything to do with
