One simple, practical way to keep your feet dry in hiking shoes (if you can't opt for boots) is to wear wool socks, put your foot in a bag, and then tuck the bag into the socks. Your foot will stay dry. If you feel sweat a lot, remember to wear a wicking layer as well!

I think I would prefer to use a wicking layer like socks, rather than a bag, simply to avoid blisters and the like.
