In Houston, over 6,000 untested rape kits from over 30 years of sexual assault have been in the process of being tested since 2013. The process still isn't finished.
Of those that have been finished, over 850 hits in the FBI database have occurred. Some people have been charged, others are awaiting cases.
This isn't a problem in just Houston, it's a problem in many areas in Texas according to some official there. But it's not just Texas: Cleveland has sent over 2,000 untested kits for testing, Detroit prosecutors found over 11,000 and more than 12,000 went untested in Memphis, TN leading to a case from victims against the city.
Why do they go untested? Because of how much it costs: it can cost between $500 and $1,000 to test each kit, leading to a tendency to stockpile them rather than have them all tested, especially in cases where charges can be pressed without the kits, or the victim doesn't seem likely to press charges.
Why is this something that has been allowed to happen for so long? I can't believe these numbers. Sure, they might not all be positive. But shouldn't they be required to try to test them?
